Systemic Collapse at Scale
India's judiciary is buckling under a backlog of over 56 million pending cases, with 87% concentrated in the District and Subordinate courts — exactly where most citizens first meet the law. The system has become synonymous with the infamous "Tareekh pe Tareekh" culture: endless adjournments that turn what should be swift justice into decade-long ordeals.
This is not only a human cost — it is a vast economic drain. Litigation costs Indian litigants more than ₹80,000 crore every year in direct expenses and lost productivity. Citizens navigate a labyrinthine process without clarity or predictability, and most cannot answer the most basic questions about their own case: What happens next? How long will this take? What are my actual chances?
The disconnect between 21st-century technology and archaic judicial processes has created a "black box" for the common citizen. While Digital India transforms banking, commerce, and governance, justice remains tethered to paper, manual tracking, and an information asymmetry that disadvantages the very people it is meant to serve.
Drawn from a quarter-century of digitised High Court records (2000–2025): the typical case is resolved in months — but the slowest drag on for years. This is the delay the data actually shows, domain by domain.
How to read this: a case's length = the time from filing to the final decision. The green dot is the typical case — half in that domain are resolved sooner. The coloured dot is the slowest 1 in 10: nine of every ten cases finish before it, but that last one drags on at least this long. Based on domain-classified High Court case histories from 2000–2025, the era of digitised court records — this reflects the cases in our dataset, not official pending-case counts.
